FOCUS GROUP DISCUSSION (FGD) FORUM KOMUNIKASI PUBLIK

Kecamatan merupakan salah satu institusi penyelenggara pelayanan publik yang harus melaksanakan amanat yang tertuang dalam Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik. Dalam Pasal 1 ayat (1) Undang-Undang tersebut menyebutkan bahwa Pelayanan Publik adalah kegiatan atau rangkaian kegiatan dalam rangka pemenuhan kebutuhan pelayanan sesuai dengan peraturan perundang-undangan bagi setiap warga negara dan penduduk atas barang, jasa, dan/atau pelayanan administratif yang disediakan oleh penyelenggara pelayanan publik.  Dilanjutkan pada Pasal (2) menyebutkan bahwa Penyelenggara pelayanan publik yang selanjutnya disebut Penyelenggara adalah setiap institusi penyelenggara negara, korporasi, lembaga independen yang dibentuk berdasarkan undang-undang untuk kegiatan pelayanan publik, dan badan hukum lain yang dibentuk semata-mata untuk kegiatan pelayanan publik. Dengan demikian jelaslah bahwa kecamatan selaku penyelenggara pelayanan publik yang harus melaksanakan ketentuan yang tercantum dalam Undang-Undang Nomor 25 Tahun 2009 tersebut.

Kecamatan berkewajiban melayani setiap warga negara dan penduduk untuk memenuhi hak dan kebutuhan dasarnya dalam kerangka pelayanan publik yang merupakan amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 sesuai dengan aturan turunannya (sesuai dengan kewenangannya). Pada sisi yang lain, membangun kepercayaan masyarakat atas pelayanan publik yang dilakukan penyelenggara pelayanan publik merupakan kegiatan yang harus dilakukan seiring dengan harapan dan tuntutan seluruh warga negara dan penduduk tentang peningkatan pelayanan publik.

Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik dijabarkan lagi ke dalam Peraturan Pemerintah  Nomor 96 Tahun 2012 tentang Pelaksanaan Undang-Undang Nomor 25 Tahun 2012 tentang Pelayanan Publik. Pada Tingkat Kota Yogyakarta mendasarkan atas regulasi tersebut  (khususnya Undang-Undang Nomor 25 Tahun 2009) dikeluarkan Peraturan Daerah Nomor 7 Tahun 2011 tentang Penyelenggaraan Pelayanan Publik.

Langkah konkrit oleh para penyelenggara pelayanan publik telah banyak dilakukan dalam rangka melaksanakan regulasi dari Undang-Undang sampai dengan peraturan tingkat daerah. Berbagai upayapun dilakukan untuk selalu menyempurnakan kualitas pelayanan kepada masyarakat.

Permasalahan yang muncul kemudian adalah bagaimana upaya untuk mewujudkan percepatan peningkatan kualitas pelayanan publik, menumbuhkan peran serta masyarakat, serta membangun sistem penyelenggaraan pelayanan publik yang adil, transparan, dan akuntabel di kecamatan?

Forum Komunikasi Publik dilaksanakan berdasarkan beberpa peraturan sebagai berikut:

  1. Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik.
  2. Peraturan Pemerintah Nomor 96 Tahun 2012 tentang Pelaksanaan Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik.
  3. Peraturan Menteri Negara Pendayagunaan Aparatur Negara Dan Reformasi Birokrasi Nomor 16 Tahun 2014 tentang Pedoman Survey Kepuasan Masyarakat Terhadap Penyelenggaraan Pelayanan Publik.
  4. Peraturan Menteri Negara Pendayagunaan Aparatur Negara Dan Reformasi Birokrasi Nomor 16 Tahun 2017 tentang Pedoman Penyelenggaraan Forum Konsultasi Publik Di Lingkungan Unit Penyelenggara Pelayanan Publik.
  5. Peraturan Daerah Kota Yogyakarta Nomor 7 Tahun 2011 tentang Penyelenggaraan Pelayanan Publik.
  6. Peraturan Walikota Yogyakarta Nomor 20 Tahun 2018 tentang Pedoman Penyelenggaraan Forum Komunikasi Publik di Pemerintah Kota Yogyakarta.

Penyelenggaraan Forum Komunikasi Publik dimaksudkan untuk memperoleh masukan dan usulan yang dapat digunakan untuk meningkatkan kualitas pelayanan publik Kecamatan Mergangsan.  Berdasarkan maksud tersebut maka tujuan penyelenggaraan Forum Komunikasi Publik adalah:

  1. Melakukan diskusi sebagai upaya mendapatkan bahan masukan yang bermanfat dan membangun.
  2. Memperoleh bahan rekomendasi perbaikan pelayanan dan penyusunan kebijakan.

Analisis Masalah dalam menentukan persoalan pada workshop Forum Komunikasi Publik adalah:

  1. Sumber Daya Manusia

    Sumber daya manusia merupakan faktor yang sangat menentukan keberhasilan pelayanan publik terutama dari segi performance / kinerja. Kemampuan dalam melakukan pelayanan kepada seluruh warga masyarakat dengan berbagai kebutuhan layanan dan juga berbagai latar belakang masalah yang sangat komplek, maka kepiawian sumber daya manusia penyelenggara pelayanan publik sangat menentukan hasilnya.

    Dari segi kuantitas yang sangat terbatas dan tuntutan pelayanan yang semakin prefect terkadang menimbulkan permasalahan ketidakpuasan dari masyarakat. Selain itu kemampuan memahami prosedur pada semua personil pelayanan menjadi kunci kemampuan petugas dalam memberikan informasi yang sama antar petugas dan kepastian prosedur  bagi masyarakat.

  2. Prosedur

    Pelayanan publik Kecamatan Mergangsan dan seluruh kelurahannya telah memiliki Standar Pelayanan Publik (SPP) dan sudah dilakukan review terhadap SPP tersebut. Kandungan dari SPP tersebut harus dipahami oleh petugas yang melaksanakan pelayanan dan juga oleh warga masyarakat selaku pengguna layanan agar ada kesamaan pemahaman terhadap tatacara pelayanan yang sudah ada.

  3. Teknologi Informasi

    Perkembangan teknologi informasi menuntut perkembangan pelayanan publik yang ramah terhadap teknologi informasi untuk memudahkan masyarakat dalam memperoleh pelayanan. Perkembangan kemajuan teknologi tersebut harus dapat diikuti oleh penyelenggara layanan publik. Keberadaan teknologi informasi menjadi sebuah keharusan dalam meningkat kualitas pelayanan publik.

Workshop Forum Komunikasi Publik (FKP) dalam pelaksanaannya dilakukan beberapa tahap yaitu:

  1. Pra Pelaksanaan, tahap ini dilakukan dengan membentuk tim FKP yang sementara untuk tahun 2018 dari kalangan internal Kecamatan Mergangsan mengingat keterbatasan waktu dan kemampuan anggaran. Selain itu juga menentukan tema FKP yaitu “Peningkatan Kualitas Pelayanan Publik di Kecamatan Mergangsan” dengan ruang lingkup evaluasi terhadap permasalahan terkait dengan pelayanan publik.

    Bentuk Penyelenggaraan Forum Komunikasi Publik Kecamatan Mergangsan tahun 2018 dilakukan melalui bentuk tatap muka, yaitu Focus Group Discussion (FGD). Hal itu dimaksudkan sebagai proses pengumpulan informasi permasalahan pelayanan publik Kecamatan Mergangsan  melalui diskusi serta mencari bahan masukan yang bermanfaat bagi peningkatan kualitas pelayanan publik.

    Pihak yang terlibat dalam Penyelenggaraan Forum Komunikasi Publik antara lain penyelenggara layanan, masyarakat pengguna layanan, Praktisi dari perguruan tinggi setempat (STMIK ELRAHMA) dan Organisasi masyarakat sipil (Indonesia Cerdas)

  2. Pelaksanaan Focus Group Discussion (FGD) yaitu pada Hari Jum’at tanggal 24 Agustus 2018 bertempat di Ruang Mufakat Kecamatan Mergangsan. Adapun hasil diskusi adalah:
    • Peningkatan kualitas Sumber Daya Manusia dalam pelayanan publik
    • Peningkatan ketertiban dokumen dalam mendukung pelayanan informasi kepada masyarakat
    • Digitalisasi pelayanan publik
    • Sosialisasi prosedur pelayanan kepada warga masyarakat
    • Pelayanan tidak di jeda dengan waktu istirahat, tetapi ada pengaturan personil secara bergantian
    • Mengupayakan adanya kesamaan pemahaman prosedur pelayanan oleh petugas baik di kecamatan maupun kelurahan
    • Pengaturan waktu penggunaan wifi di ruang publik
  3. Pasca Pelaksanaan

    Dari tujuh masukan tersebut telah ditanda tangani komitmen perbaikan pelayanan antara Camat Mergangsan dengan peserta diskusi. Namun catatan penting dari tindak lanjut hasil diskusi adalah bahwa dalam pelaksanaan tindak lanjut itu tetap melibatkan partisipasi aktif dari masyarakat oleh karena melihat berbagai usulan atau masukan ada beberapa yang bukan kewenangan sepenuhnya dari Kecamatan Mergangsan.
